Job Description:
This job is responsible for overseeing programs and projects specific to corporate change initiatives that impact how the bank does business, provides a product or service, or executes a function. Key responsibilities include serving as the primary contact to department managers for critical change initiatives and communicating, influencing, and negotiating vertically and horizontally to obtain or leverage resources. Job expectations include delivering regulatory and executive material and ensuring results align to program strategy, simplification, and new capabilities. 

The Program Manager oversees a large portfolio of projects for a major functional area within CPO (Chief People Organization) and ensures best practices and industry standards are incorporated for the effective and sound delivery of change. They will lead a group of matrixed resources and may eventually directly manage a team of individual contributors. They will collaborate with process owners and key stakeholders to develop and implement forward-thinking, multi-year strategies for their functional area(s). They will integrate with service delivery, technology, risk and control, vendor management leaders as well as other key stakeholders to drive transformational change. They are strong communicators who are adept at influencing, negotiating, escalating, and resolving complex issues. They drive a high degree of transparency while guiding effective program/project setup, execution, and control, ensuring clear definition of scope, schedule, and outcome.



Responsibilities:

  • Defines program controls, processes, procedures, reporting cadence, decision governance structures, and ways of working with key stakeholders 

  • Works closely with project sponsors, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new change initiatives

  • Monitors the execution of defined tasks through tracking of program milestones and their statuses, developing program plans, and measuring progress against ongoing key performance indicators

  • Analyzes, evaluates, and overcomes program risks, and produces program reports for managers and stakeholders

  • Identifies key requirements for cross-functional teams and external vendors to perform in alignment with the program objectives 

  • Works with other program managers to identify risks and opportunities across multiple projects within the department, leading them to negotiate decision making for efficient and effective resolution

  • Drives change aligned to CPO strategy with functional area leadership and technology partners to evaluate scope, business cases, funding estimates, and materiality for prioritization of new initiatives

  • Develops and maintains integrated routines with business, technology, control and other key senior leaders to build positive relationships, identify strategic and tactical opportunities, and manage interdependencies between projects

  • Engages with key program stakeholders to provide transparency into project issues, escalations, decisions; arms leadership with the right information at the right time

Required Qualifications:

  • 7+ years of program and project management experience with an emphasis on driving large scale change including complex people/process, technology, and third-party vendor transformation

  • Demonstrated experience managing change in alignment with Enterprise and LOB program/project standards, practices, and related disciplines

  • Demonstrated planning, scheduling, and critical path management of large scale, integrated change in a highly matrixed environment

  • Demonstrated ability to seamlessly integrate and communicate across functional and technology leadership, control partners, and other key stakeholders

Desired Qualifications:

  • Prior experience managing and delivering change within Human Resources

  • Human Resources product and process knowledge and experience

  • Procurement, purchasing, or third party vendor management experience

  • Experience managing direct reports or matrixed resources, supporting talent performance and career pathing activities

  • Project Management certification

  • Bachelor’s Degree or equivalent work experience

Pay range

$109,800.00 - $150,000.00 annualized salary, offers to be determined based on experience, education and skill set.

Discretionary incentive eligible

This role is eligible to participate in the annual discretionary plan. Employees are eligible for an annual discretionary award based on their overall individual performance results and behaviors, the performance and contributions of their line of business and/or group; and the overall success of the Company.
