GENERAL SUMMARY
The Recruiter/ HR Specialist is responsible for coordinating and executing the full recruitment process while ensuring compliance with company policies, applicable employment laws, and the Collective Bargaining Agreement (CBA). This position supports hiring managers in identifying and selecting qualified candidates while promoting fair and equitable hiring practices that align with organizational standards and contractual obligations.
ESSENTIAL DUTIES & RESPONSIBILITIES

KEY RESPONSIBILITIES:
Recruitment & Talent Acquisition:
Manage the full recruitment process, including job postings, sourcing, screening, interviewing, and onboarding.
- Partner with hiring managers to determine staffing needs and develop accurate job descriptions and postings.
- Ensure recruitment activities are conducted in accordance with applicable employment laws and the provisions outlined in the CBA.
- Coordinate internal postings and transfers in alignment with seniority and bid procedures as defined in the CBA.
- Maintain strong communication with candidates throughout the hiring process to ensure a positive experience.
- Track and report key recruitment metrics such as time-to-fill and candidate flow.
- Represent the organization at job fairs, community events, and outreach programs to attract diverse talent.
HR Support & Compliance:
- Provide guidance to managers and employees on recruitment and onboarding procedures.
- Assist in ensuring consistency and fairness in hiring practices while adhering to equal employment opportunity standards.
- Support HR initiatives related to recruitment strategy, workforce planning, and process improvements.
- Maintain awareness of federal, state, and local employment regulations.
SUPERVISORY RESPONSIBILITIES
- Work requires the occasional direction of helpers, assistants, seasonal employees, interns, contractors, vendors and/or temporary employees.
FISCAL RESPONSIBILITY
- Position has limited fiscal responsibility. May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.
MINIMUM QUALIFICATIONS
Required Education and Experience
Bachelor’s degree in human resources business administration, or a related field or work experience
- Minimum of 2–5 years of experience in recruitment or human resources.
- General understanding of Collective Bargaining Agreements (CBAs).
- Strong knowledge of employment law and HR compliance standards.
- Excellent interpersonal, communication, and organizational skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Knowledge of general human resources functionalities.
- Advanced understanding of Microsoft Excel.
- Exposure to recruitment workflows and/or applicant tracking systems.
Skills
- Experience working in unionized or public-sector environment.
- Strong attention to detail, analytical skills, and problem-solving abilities.
- Familiarity with HR compliance, including recruiting and benefits regulations.
- Effective communication and collaboration across teams.
- Ability to manage confidential information with discretion.
Required Licenses or Certifications

- Utilize HRIS systems for project management, creating reports and developing processes, and providing updates and maintenance.
POSITION TYPE AND EXPECTED HOURS OF WORK
- Will work in a normal office environment. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations.
- Monday through Friday 8am until 5pm.
- Occasional abnormal hours are expected and required for specific events and to reach all employees.
TRAVEL
- Occasional travel within the metropolitan area may be required.
WORKING CONDITIONS & PHYSICAL DEMANDS
- This position is relatively free from unpleasant environmental conditions or hazards and is generally sedentary. Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
