PRINCIPAL ACCOUNTABILITY
The Regional Employee Relations Specialist (RERS) provides strategic employee relations support across multiple Carter BloodCare (CBC) service areas, including East Texas, Central Texas, and Texoma, while serving as a key partner to the Employee Relations Specialist (ERS), the North TX counterpart. This position conducts workplace investigations and provides guidance, consultation, and direction to leaders, managers, and employees. The RERS participates in the development of corrective actions, performance development plans, and evaluations to ensure consistency and alignment across all CBC sites, in accordance with CBC policies and federal, state, and local laws. 

The RERS identifies skill gaps and learning opportunities to establish improvement processes, training or learning tools, and new/revised policies that support alignment throughout CBC. In partnership with the North TX employee relations counterpart, this position collaborates with the Learning & Development team to develop internal training that supports learning initiatives for all employees. The RERS ensures Human Resources (HR) initiatives are supported and executed to effectively contribute to CBC objectives and operational needs. 
This position responds to requests and represents CBC in all matters related to unemployment for their assigned sites. The RERS is also responsible for administering workplace accommodations, processes, and policies, ensuring compliance with the ADA and applicable federal and state laws. The RERS works cross-functionally with the North TX employee relations counterpart and the Benefits Team to determine the best outcome for accommodation requests and to maintain compliance with federal and state employment laws and regulations. This position provides excellent customer service, efficiently manages all tasks, and collaborates with others in the HR Department, as needed. 
The RERS collaborates closely with its North TX employee relations counterpart to assess employee relations matters, develop effective, compliant solutions, and consult with HR leadership on complex matters, as needed. This position serves as the primary lead across all CBC locations for Department of Transportation (DOT) compliance and Driver Qualification File oversight (DQF), ensuring adherence to all applicable regulatory requirements.
The RERS exemplifies and champions CBC Core Values and Code of Conduct, adheres to CBC policies and applicable Standard Operating Procedures (SOPs), and upholds customer service standards and the HR Department’s management philosophy. To support ongoing development and organizational goals, the RERS is required to attend meetings and training sessions, as assigned. This position involves a wide range of matters in which strict confidentiality is expected, and professional appearance and attendance are essential. Regular travel between assigned work areas to support other locations/projects in CBC service areas is required. 
Exempt employees are expected to maintain availability beyond standard business hours when business needs arise. Regular, full-time attendance is required during normal working hours.



Qualifications

EDUCATION 

  • Bachelor’s Degree from an accredited university, with a concentration in HR Management, Business Administration, or related field, preferred
  • PHR or SHRM certification

EXPERIENCE

  • Minimum of 5 years of employee relations experience
  • Minimum of 2 years of professional experience in one or more areas of HR (e.g., learning & development, leave management, work-place accommodations), in addition to the required employee relations experience, preferred
  • Multi-site employee relations or HR experience within a union environment, preferred

SKILLS AND KNOWLEDGE

  • Solid background and knowledge of federal, state, and local employment laws and practices
  • Broad knowledge base and experience in analyzing employee relations matters of varying levels of complexity and conducting internal investigations through resolution
  • Excellent interpersonal skills with the ability to deliver effective communication (verbal and written) proactively with a customer-oriented approach, while maintaining credible relationships at all levels of the organization
  • Ability to make recommendations to effectively resolve problems or issues by using independent judgment that is consistent with CBC standards, practices, policies, procedures, regulations, or government law
  • Ability to research and analyze various topics and data for the purpose of developing new training programs and HR initiatives
  • Ability to objectively coach employees and management through complex, difficult, and emotional issues
  • Ability to create reports or presentations using CBC data and analytics gathered for presentation to management groups
  • Ability to be self-directed and work on multiple projects/priorities with minimal supervision 
  • Ability to maintain a continuous focus on improvement opportunities, displaying a collaborative mindset, and being detail-oriented 
  • Excellent working knowledge of Microsoft Office Suite

PHYSICAL/MENTAL STRESS FACTORS
