NSWIHD BCCOS Senior HR Specialist
Summary of Position
Banner Quality Management Inc. (BQMI) is searching for a Senior HR Specialist to support the Business, Corporate and Command Operations Support (BCCOS) contract at the Naval Surface Warfare Center, Indian Head Division (NSWCIHD) located in Indian Head, Maryland. NSWCIHD is the Navy’s premier facility for ordnance, energetics, and explosive ordnance disposal (EOD).
The BCCOS contract is intended to meet the requirements for non-personal professional, technical, and management support services in the areas of electronic documentation/data management, administrative support, data entry/user support, multimedia, supply program technical screening, inventory/material/property management, travel and financial analysis, technical data/library management, financial management support, telecommunications support, organizational development, facilitation, workforce integration, strategic planning and implementation, management and planning support, records management, analytical support, HR/human capital development and management support, sign language interpreter services, and program management. This contract supports projects and programs base-wide and is pertinent to the Corporate Operations Department, the base Command, and NSWCIHD customers.

Essential Duties & Responsibilities:
- Support the NSWIHD Human Resource Division by performing the following duties:
- Workforce Development:
- Monitor mandatory training compliance and communication with managers and supervisors.
- Support the continuous improvement of training programs; to include identifying strategies and approaches for training and development.
- Provide guidance in developing individual development plans.
- Monitor the workflow in automated training systems, such as Navy ERP, Waypoints and future systems, and provides status on requirements in the training process.
- Track individual and group training attendance and coordinates vendor payment with financial points of contact.
- Conduct indoctrination activities; facilitates new employee orientation, coordinate briefings with subject matter experts, prepares materials, tracks attendance, and occasionally conducts I-9 verifications.
- Process, distribute, and maintain files for all trainings request forms.
- Assist managers and employees in locating appropriate training sources.
- Aid HR Specialists responsible for managing programs.
- Employee and Labor Relations:
- Gather, review, and process awards.
- Perform Employee Benefit Liaison Duties.
- Maintain records, manage files, and update employee records.
- Establish and maintain relationships with labor organizations representing Federal employees.
- Provide support in negotiations and administration of labor agreements and providing guidance on labor and employee relations matters.
- Research proposed legislation and identify potential impacts and changes to labor/employee policies and programs.
- Support preparation prior to third parties' activities that include: arbitrations, Federal Labor Relations Authority, the Merit System Protection Board, the Federal Mediation and Conciliation Service, the Federal Service Impasse Panel, the office of Workers Compensation Program, and the Federal Employment Opportunity Commission.
- Evaluate laws, regulations, and precedents related to third parties; research bargaining issues and negotiability and provide negotiation support for complex federal union contracts.
- Support review of administrative grievances under the negotiated grievance procedures, unfair labor practices complaints, impacts and implementation issues.
- Perform research and analysis and provide recommendations to the Government for resolving issues that include disciplinary actions, adverse actions, administrative grievances, EEO complaints, alternative dispute resolution, contract negotiations, union grievances/appeals, impact and implementation issues, unfair labor practices, arbitrations, merit systems protection board cases, federal mediation conciliating services cases, and federal labor relations authority cases.
Essential Skills:
- Strong knowledge of HR practices, employment laws and regulations.
- Proven experience in conflict resolution and employee relations.
- Ability to handle confidential information with discretion.
- Ability to obtain a Secret level security clearance.
Experience/Education:
- A bachelor’s degree (BA/BS) in human resources, business administration, management, or another relevant field.
- Five (5) years’ relevant professional experience in analyzing, managing, and improving major aspects of human resources, organizational processes and functions, with a minimum of two (2) years of experience in a Federal Agency environment.
- An associate’s degree (AS/AA) and ten (10) years of experience may be substituted for a bachelor's degree.
