Description

YRCI is seeking a full-time Sr. Human Resources (HR) Specialist, Classification, to support our client, located in Washinton DC.

  • Apply comprehensive knowledge of HR principles, concepts, and practices, in implementing business objectives, strategic goals including position management and organizational design sufficient to resolve complex, difficult and unprecedented classification issues and proper crediting of factor levels and ultimate allocation of grade levels to positions.
  • Use subject matter expertise of the full range of Federal position classification and position management and a wide range of other Federal personnel management laws, regulations, executive orders, functions, theories, concepts, policies, practices, and techniques and the interrelationship of the various personnel disciplines.
  • Write Position Descriptions (PD) and evaluation statements.
  • Conduct audits and paper reviews; develop Standard Operating Procedures (SOP); and execute related special projects.
  • Provide expert advice, consultation, and training on a variety of position classification and organization issues; review organizational documents to ensure the organizational structure supports the requested title, occupational series, and grade of the positions.
  • Provide expert knowledge of the methods and techniques of fact-finding, analysis, qualitative and quantitative evaluation, and diagnosis, and concrete action plans to provide appropriate HR recommendations.
  • Serve as a Subject Matter Expert (SME) in Federal Office of Personnel Management (OPM) staffing and Merit Promotion (MP) rules and regulations.


Requirements
  • Must be a U.S. Citizen.
  • Bachelor's degree in HR or related field preferred.
  • Seven (7) years of Federal HR operational experience in classification in a SME capacity. 
  • Prior experience as an HR Specialist in the Executive or Legislative branch highly desired.
  • Apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
  • Attention to detail, data quality, and data integrity; excellent writing skills with specific attention to detail.
  • Excellent customer service skills; flexibility with their approach to delivery of work.
  • Must be able to obtain and maintain the government-required security clearance.
