Description

YRCI is seeking a full-time Sr. Human Resources (HR) Specialist, Staffing, to support our client, located in Washinton DC.

  • Utilize expert-level knowledge of HR principles, concepts, and practices, in implementing business objectives, strategic goals, including position management and organizational design sufficient to resolve complex, difficult and unprecedented classification issues and proper crediting of factor levels and ultimate allocation of grade levels to positions.
  • Provide subject matter expertise of the full range of Federal staffing and a wide range of other Federal personnel management laws, regulations, executive orders, functions, theories, concepts, policies, practices, and techniques and the interrelationship of the various personnel disciplines.
  • Utilize expert-level Knowledge of the methods and techniques of fact-finding, analysis, qualitative and quantitative evaluation, and diagnosis, and concrete action plans to provide appropriate HR recommendations.
  • Serve as a Subject Matter Expert (SME) in Federal Office of Personnel Management (OPM) staffing and Merit Promotion (MP) rules and regulations.
  • Use USA Staffing System sufficient to accurately assess the full functionality of the system and troubleshoot techniques to resolve problems.


Requirements
  • Must be a U.S. Citizen.
  • Five (5) to Seven (7) years of Federal HR operational experience in staffing in a SME capacity regarding Federal OPM staffing and merit promotion rules and regulations 
  • Prior experience as an HR Specialist in the Executive or Legislative branch highly desired.
  • Bachelor's degree in HR or related field preferred.
  • Must have exceptional organizational skills and have the ability to juggle multiple priorities.
  • Apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
  • Attention to detail, data quality, and data integrity; excellent writing skills with specific attention to detail.
  • Excellent customer service skills; flexibility with their approach to delivery of work.
  • Must be able to obtain and maintain the government-required security clearance.
