Minimum Qualifications:
- High School Diploma or G.E.D. certified
- AA/BA, preferred
- Five year of increasingly responsible experience in employee relations and/or human resources
- School district experience, required
- Effective oral and written communication skills
- Knowledge, understanding of, and experience with, developing, implementation and maintaining excellent employee relations and human resources programs
- Knowledge of principals and practices of employee relations, including collective bargaining contract management
- Leadership skills including the ability to work independently and in a collaborative manner
- Ability to maintain the highest standard of confidentiality
- Skills in identifying problems, establishing priorities and implementing solutions
- Bilingual Preferred
Purpose Statement:
To provide leadership and assist the HR Director substantially and effectively in the arena of human resources.
Essential Functions:
- Manage and coordinator hiring process for all District Staff
- Establish and maintain all personnel files for
- Manage and maintain the hiring process and system, TalentEd
- Create and distribute annual pay contracts for administration and certificated staff
- Track and notify all certificated staff of certificate renewals, assist with limited certificates as needed
- Manage and maintain training software, SafeSchools, for all staff
- Manage and maintain Employee Portal for all staff
- Assist with district compliance with all collective bargaining agreements; manage personnel in a manner that ensures that the District complies with State Law and OSPI regulation regarding personnel.
- Second chair and participate in all contract negations within the District (WVEA, WVESA, Teamsters, Principals and Coaches)
- Assist in staff placement, assignment, reassignment and transfer in compliance with budgetary and educational goals of the District and in adherence with Collective Bargaining Agreements.
- Assist Worker’s Compensation claims and “Return to Work” program; implement appropriate risk management procedures (e.g. hearing screening, physicals, drug testing), liaison to ESD 105 Workers’ Compensation Cooperative.
- Assist in process of public records requests following established State Law and District Policy.
- Monitor and oversee observation and evaluation process of all district staff.
- Create reports for salary surveys (SIRS), employee lists, and other miscellaneous personnel reports for the Superintendent.
- Conduct new employee orientation training, conduct annual employee trainings (e.g. safety, State compliance).
- Maintain annual Seniority List for all Union groups
- Process and track all L&I Claims
- Process and track all Leave of Absences
- Monitor and oversee teacher certification compliance
- Process Overload Pay
- Independently processes all aspects of credit and clock hour verification, data entry and placement on state salary schedule
- Prepare and calculate contract amounts and leave allocations for Payroll and Benefits staff (new hire, termination, change of status)
- Maintains all work calendars and salary schedules within the iVisions software
- Perform other duties as assignment by the HR Director

- Intermediate to advanced computer skills desired, Emphasis on Microsoft Suite Software, (Outlook, Word, Excel, and PowerPoint)
Working Environment:
The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting (able to lift 50 pounds and assisting in lifting over 50 pounds), carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally, the job requires 34% sitting, 33% walking, and 33% standing. The job related is performed under a generally hazard free environment and in a clean atmosphere.
