Training Manager - Tri Delta Transit
Salary Range: $80,000 – $96,000 (commensurate with experience)
Role purpose:
Provide overall leadership and direction on safety and training, while ensuring an exceptional safety culture within KTA location. Lead and direct the safety and training program for fixed-route, paratransit, microtransit, and NEMT services. Responsible for implementation of a training program consistent with contract, corporate, federal, and state requirements. Provides general supervision and guidance to safety and training personnel. Responsible for oversight of special projects.
Knowledge and Experience:

High school diploma required; college degree preferred

Must hold Transportation Safety Institute (TSI) instructor certification

Must have a current CA Class “B” Commercial Driver License with airbrakes and passenger endorsement

Must have a valid medical examiners certificate
-
Must have a valid VTT certification
-
Must have had CA Class B with passenger endorsement for a minimum of 2 full years
-
Must have at least 3 years’ progressive transit experience with commercial class “B” vehicles in a fixed route transit system

Knowledgeable with DOT policies, OSHA, NIMS, EPA standards and ADA requirements

Experience developing and implementing safety and training program plans and procedures; conducting investigations, analyzing data, and identifying and recommending corrective action

Must maintain confidentiality and safeguarding of sensitive material

Conducting oral presentations, relaying technical information in understandable terms
-
Demonstrated ability to work effectively in a diverse workforce

Experience with employee coaching and the administration of corrective action preferred.
Skills:

Possess a working knowledge of adult education principles and practices

Possess the skills necessary to write and express oneself orally in a logical, comprehensive and intelligent manner, as well as good organizational skills

Possess the temperament necessary for maintaining amiable relations with various levels of company personnel

Possess a working knowledge of Microsoft Access, Excel, and Word

Ability to interpret and explain regulations to others

Must have excellent communication skills (written and oral).

Excellent time management skills with ability to prioritize.
Key Accountabilities:
-
Administers and directs the Keolis Operator Education Program, Trainer Certification Program, Monthly Safety Initiative, and OSHA required training to all department employees.

Conducts driver’s licensing safety instruction.

Provides training assistance to all departments as needed.

Directs Behind the Wheel (BTW), retraining, refresher and post-accident training processes.

Coordinate classroom, BTW, line and revenue instruction/scheduling for new hire classes.

Evaluate training effectiveness through appropriate student evaluation and post training effectiveness evaluations making modifications to the program design to increase program efficiency.

Manage large-scale training projects as assigned.

Assure the training programs are maintained current and incorporated with up-to-date information gained from Keolis, federal and state authorities and agencies.

Prepare trainee examinations and conduct trainee evaluations for classroom, line and revenue phases of training.

As appropriate, conduct counseling sessions for trainees, evaluate the results, and recommend/develop individualized training programs.

Support management in the areas of business initiatives, project management, community involvement and special projects.

Participate in Keolis management audits and prepare responses to audit findings concerning training functions.

Maintain knowledge of industry operations, skills and techniques commensurate with the responsibility to develop and conduct effective, high-quality training.

Supervise the collection and maintenance of auditable training records and report required to document training program activities.

Conduct self in an appropriate manner as a representative of Keolis, working effectively in a diverse work environment.

Manage, plan, organize and schedule work assignments for trainers.

Work closely with Directors and Managers to determine, develop and implement training programs to improve daily operations.

Administer CDL and other certification/recertification programs as established by contract, state and corporate mandates. Monitor employee training status for compliance with these programs.

Assist all departments in the development, training, and assessment of personnel.

Assess training needs related to new equipment and new technology. Develop and implement programs to satisfy these needs.

Supervise staff (as assigned) including interviewing and hiring, training, work assignment, performance management and progressive corrective action up to including termination of employment.

Design training aids, prepare technical materials, tests, handouts and lesson plans for training classes.

Create and maintain training records on all employees.

Work with the Corporate Safety team to maintain a complete training reference library for the Safety and Training Department.

Assess employee's skill levels, counsel, recommend and coordinate appropriate training with employee and respective supervisors/managers.
