POSITION SUMMARY:
Organizes plans, develops, and directs the implementation and administration of the Human Resource Department functions and carries out policies and procedures relating to all phases of activities.

DUTIES AND RESPONSIBILITIES: (Position may perform some or all of the duties described below):
- Responsible for the smooth and profitable operation of the company’s human resources and safety department.
- The Vice President is responsible for setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices, and identifying and implementing long-range strategic talent management goals.
- Provides consultation to CEO on organizational development, strategic staffing plans, compensation, benefits, training and development, budget, and labor relations.
- Collaborates with executive leadership to define the organizations long-term mission and goals; identifies ways to support this mission through talent management.
- Acts in an advisory capacity to CEO regarding hiring, discipline, grievances, promotions, transfers, terminations, Human Resources policies and procedures, affirmative action, organizational changes, etc, in order to ensure compliance with State and Federal laws, and in accordance with established Human Resources practices.
- Identifies key performance indicators for the organizations human resource and talent management functions; assesses the organizations success and market competitiveness based on these metrics.
- Provides guidance and leadership to the human resource management team; assists with resolution of human resource, compensation, and benefits questions, concerns, and issues.
- Oversees the organization’s recruitment efforts, ensuring efficiency and compliance with the interview, selection, hiring, and onboarding processes.
- Ensures the administration of the company’s Post-offer/Pre-Employment Drug/Alcohol Testing Program including scheduling appointments with the clinic to test candidates, following up to obtain results, notifying candidates and hiring supervisor of results.
- Strategically create benefit, payroll, and safety programs.
- Collaborates with the CEO, reviews and updates the company’s Salary Administration Program by analyzing salary survey data, reviewing and updating salary structures, analyzing new positions and assigning grades, re-evaluating positions within salary grades, etc
- Oversees the company’s annual Performance Review and Merit Increase Program.
- Oversees the company’s Human Resource Policies and Procedures.
- Investigates and prepares reports on all complaints of harassment and/or discrimination. Acts as a liaison with the Department of Fair Employment and Housing (DFEH) and/or Equal Employment Opportunity Commission (EEOC).
- Acts as a liaison with the California Department of Industrial Welfare, the Employment Development Department, and the Wage and Hour Division of the U.S. Department of Labor to ensure compliance with existing laws and to develop an appreciation of the integrity of the Goodwill program insofar as it affects employees’ remuneration and working conditions
- Represents the company on all employee litigation matters.
- Oversees the management of the company’s state disability and unemployment insurance programs. Attends unemployment hearings on behalf of the company as needed.
- Attends conferences, seminars, and meetings of professional societies that will increase general knowledge and competence and, in turn, benefit the organization.
- Performs other duties as required.

QUALIFICATIONS:

Education and/or Experience:
- Bachelor's degree in human resources, business management or related field or a combination of education and experience equal to a bachelor’s degree. Five to ten years’ experience in Human resource management, industrial relations, or related field including supervisory experience.
- Language Skills: Must have excellent interpersonal communications skills in order to interact with all levels of management, employees, clients, and the public. Ability to effectively present information and respond to questions from groups, managers, employees, clients, customers, and the general public using tact, courtesy and cooperativeness. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions and deal with several abstract and concrete variables; exercise judgment, resourcefulness, ingenuity and initiative.

- Ability to operate office equipment, including computer, telephone, cell phone, tablet, fax and copy machine. Good understanding of methods needed to effectively operate a retail and material handling/production operation.
- Effective interpersonal and communications skills to interact effectively with all levels of management and staff. Knowledge of advanced word processing and spreadsheet software with proficiencies in skills in common accounting and Microsoft software; willingness and ability to become an in-house expert on those systems preferred. Ability to operate office equipment, including computer, telephone, cell phone, tablet, fax and copy machine. Must exhibit a high level of integrity and business ethics.
- Strong teamwork skills and ability to work with all levels of organization. Excellent interpersonal skills with the ability to establish and maintain open and honest relationships with a diverse group of individuals. Proven networking experience with external agencies, community partners, and employer community. Willingness to work flexible, varying hours, including evenings and weekends. Demonstrated successful experience making presentations to a variety of audiences. Ability to work independently with minimum supervision. Ability to accept responsibility, take initiative, problem solve and exercise good judgment. Ability to be flexible and adaptable in handling interruptions and managing multiple priorities. Ability to train, work with and/or act as a good example to individuals receiving services at Goodwill. Ability to maintain a high level of confidentiality.
