HR Entry Level

Position Summary

Provides confidential administrative assistance and support services for Human Resources division.  Assists in carrying out responsibilities associated with the daily operations of the division.  Provides information to internal and external customers, answers phones and performs a variety of clerical functions.  Reports to the Human Resources Director.

This is a full-time benefit eligible position. We anticipate our hiring range to between $31.37/hour up to $34.58/hour as a non-exempt employee.  

Examples of Duties

Human Resources

  • Maintains human resources information, personnel records and manages the record keeping for E-HR in order to achieve compliance with various employment, labor and data practices laws.
  • Communicates with staff at all levels of the organization to ensure E-HR standards are met. 
  • Assists the E-HR Team by answering routine questions and helps navigate employees to the right resources.  
  • Processes paperwork and answers questions regarding various programs and policies.
  • Performs employment verifications for current and past employees.
  • Maintains department organizational charts.
  • Works with the communication manager to ensure SharePoint is current with resources and correct information for internal staff. 
  • Provides quality customer service to the public for E-HR matters. 
  • Manages the E-HR mailbox and email account, to include assigning emails to E-HR staff.

Full-cycle recruitment

  • Administers the application process for hiring managers with vacancies by updating job classifications, creating the requisition in the applicant tracking system, and posting jobs.
  • Ensure recruiting processes yield a diverse and qualified slate of candidates. 
  • As needed, may lead targeted recruiting strategies.
  • Administers a fair and equitable hiring process for the organization to ensure EEOC and regulatory practices are administered.  
  • May assist the E-HR director with training needs for full cycle recruitment to include educating hiring managers and interviewing panels about an equitable and transparent process. 
  • Assist hiring managers with interview questions and rating guides for interview panels. 
  • Creates a welcoming interview environment.
  • Responsible for data entry of all new hires accurately entered into the system, including I-9's, compliance testing (DMV, drug, etc.). 
  • Assists with new hire orientation.
  • Facilitate the onboarding process, ensuring new employees are successfully welcomed into the organization, impacting our employee experience and employee engagement in a positive capacity.

Workers' Compensation 

  • Enters all first report of injury and sets up tracking for all cases.
  • Assists the E-HR Director with administrative tasks related to Worker's Compensation Program. 
General 
  • Responsible for special projects as assigned by the E-HR Director.
  • Provides administrative support including filing, data entry, faxing and typing various correspondence and reports. 
  • Coordinates and prepares letters, memos and general correspondence, reports, resolutions and forms.
  • Conducts research and compiles reports as requested. 
  • May assist with general questions related to benefits and payroll.
  • May be asked to assist with other E-HR duties, including training. 
  • Performs other duties as assigned or requested. 

Minimum Qualifications

  • Associate’s degree in human resources or related degree.
  • Three years of increasingly responsible experience in human resources.
  • An equivalent combination of education and experience may be considered.  
Desired Qualifications
  • Bachelor’s degree in human resources or a related field.   
  • Advanced training or education in related area.
  • Experience with benefit administration, compensation, policies and recruitment activities.
  • Familiarity with MN Government Data Practices Act.
  • Experience working with Collective Bargaining Units.   
  • Ability to speak read or write any language other than English, including sign language.

Supplemental Information

Communications:  Must have the ability to actively listen to others for understanding of their needs and situations; ability to speak and write English clearly.  Must have working knowledge of proper grammar, sentence structure, paragraphing, punctuation, and spelling.  Must have the ability to communicate effectively with persons who do not speak English and are from a variety of different cultures.  Be able to read and understand correspondence, memoranda, and directives.

Technical Knowledge:  Must have general knowledge of human resources procedures.  Must have considerable knowledge of office procedures and practices.   Must have the ability to operate office machines. Must have working knowledge of computer word processing software packages. 

Physical Abilities:  Must have the ability to read and discern visual images on a variety of media.   Must have the ability to remain seated or standing at the same work-station during the work period with appropriate breaks within that time frame. Must have ability to record names and numbers accurately (e.g., not transpose numbers and/or letters). Must have ability to bend to file items regularly.
