A Human Resources Manager for Reeves County oversees personnel operations, including recruitment, employee compensation, benefits administration, policy development, and compliance with state/federal laws. They advise department heads on employee relations, manage HRIS systems, handle worker’s compensation, FMLA, and support commissioners court goals. 

KEY RESPONSIBILITIES:

  • Employee Compensation: Manages and Oversees payroll and W2’s for accuracy. 
  • Talent Management: Oversee recruiting, onboarding, performance evaluations, and termination procedures
  • Policy & Compliance: Develops, implements, and updates county policies to ensure full compliance with FLSA, FMLA, ADA, and EEOC regulations. Maintains adherence to all applicable federal, state, and local employment laws and regulations. Ensures timely submission of required monthly, quarterly, and annual reports in accordance with state and federal requirements.
  • Benefits & Compliance: Administer employee benefits (health insurance, retirement, dental, vision, etc.) and manage compensation structures.
  • Employee Relations: Act as a liaison between management and employees, addressing disputes and maintaining morale. May process and investigate employee grievances or allegations and prepare recommendations for resolution. 
  • Risk Management: Manage Worker’s Compensation claims and interact with the Texas Workforce Commission (TWC). 

EXPERIENCE AND EDUCATION:

  • At least three years of experience in human resources management work.
  • Graduation from an accredited four-year college or university with major coursework in human resources management, business or public administration, organizational development, or a related field is generally preferred.
  • Experience and education may be substituted for one another.
  • Proficiency in HRIS System (e.g. ADP, Workday, SAP, Tyler Technologies) and talent acquisition tools.
  • Deep knowledge of labor laws, strong leadership, conflict resolution, interpersonal skills, and ethical judgment.

PHYSICAL REQUIREMENTS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to sit, stand, walk, bend, squat, use hands, fingers, reach, balance, stoop, kneel, talk and hear, and the ability to lift 15 pounds at times.
  • Must be able to access and navigate each department within the County.

REGISTRATION, CERTIFICATION, OR LICENSURE


 SHRM Certified Professional (SHRM-CP) and/or Professional in Human Resources@(PHR@) preferred.
