JOB SUMMARY - Manage and supervise all human resource functions for the Authority. A variety of management coordination of administrative support and general office duties rest in the position. This position reports directly to the Director of Administration & Communications.

ESSENTIAL JOB FUNCTIONS:

Human Resources:

  • Identify legal and regulatory requirements affecting human resources functions including all policies, procedures, and compliance reporting.
  • Maintain all FMLA, workersโ€™ compensation, Short-Term Disability and Long-Term Disability records in a secure manner. Engage directly with insurance carriers, physicians, and employees when appropriate.
  • Manage all aspects of payroll processing.
  • Recruit, screen, test, and may select candidates to interview for vacant positions and/or may assist managers with the same.
  • Plan and conduct new employee orientation to foster positive attitude toward company goals.
  • Manage personnel changes related to employees such as hires, promotions, transfers, performance reviews, and terminations, separation notices, exit interviews for reasons of separation. Prepare yearly statistical reporting on employee turnover.
  • Administer the pre-employment and FMCSA CDL driver drug testing program.
  • Administer performance review programs to ensure effectiveness, compliance, and equity within the organization.
  • Administer employee evaluations and counsels employees as needed.
  • Administer and oversee record keeping requirements related to benefit programs such as life, health, dental and disability insurances, retirement plans, vacation, sick leave, leaves of absence, employee assistance, and flexible spending accounts.
  • Maintain the Personnel Management Plan document and ensure legal compliance of all policies within the manual.
  • Assist and advise management in appropriate resolution of employee relations issues. Respond to inquiries regarding policies, procedures, and programs.
  • Conduct wage surveys within the labor market to determine competitive wage rates when requested by Administration as necessary.
  • Represent organization at personnel-related hearings and investigations.
  • Assist in procurement of all employee health related benefits to include analysis and health benefit plan designs and administration and manages the yearly administration of all health benefit contractors and consultants.
  • Manage and lead all employee open enrollment activities annually.
  • Prepare budget of human resources and assist with office management budget.
  • Coordinate management training in interviewing, hiring, terminations, promotions, performance review, substance abuse and sexual harassment.

Administrative Support and Office Management:

  • Analyze and organize office operations and procedures such as preparation of payrolls, filing systems, requisition of supplies, and other clerical services.
  • Review clerical and personnel records to ensure completeness, accuracy, and timeliness.
  • Receive and resolve citizen complaints as it relates to office practices or procedures.
  • Maximize office productivity through efficient use of personnel and appropriate software application.
  • Support Authority employees during emergency response with coordination of resources as outlined in the Authority Emergency Response Plan.
  • Formulate procedures for systematic retention, protection, retrieval, transfer, and disposal of records.
  • Coordinate activities of various clerical staff within the department.
  • Assist all Directors in the preparation of technical reports for financial, administrative, and operational needs.
  • Serve as backup to the Director of Administration & Communications.

General Skills:

  • Communicate with staff, management, and outside parties through written and verbal means.
  • Work with software resources provided and required by third party payroll and benefit administrators.
  • Assess problems, develop research, and solve problems consistent with the Authority goals and objectives.
  • Perform related tasks as required.
